Philbert E. Seals was born in Illinois. He graduated from
Western Illinois University and received his Juris Doctor Degree from
Loyola Law School in Chicago, Illinois. He served as General Counsel
for Los Angeles Federal Savings and as Senior Vice-President and General
Counsel for California Federal Bank. Mr. Seals is a member of the
Illinois Bar Association as well as the California Bar Association.
